The National Institute of Administration (INA), subordinated to the Ministry of Public Works, Development and Administration (MLPDA), has successfully completed the pilot project Offer of online professional training programs (PPP online), with free access for the personnel in central and local public administration, held from the 27th of August to the 15th of December, 2020.
In this context, Mr. Liviu Bostan, President of INA, analyzed the results obtained in a working meeting attended by Mr. Augustin-Cătălin Iapă, Secretary of State MLPDA, Mr. Eugen Cojoacă, President of ANAP, and the management team of the project. Mr. Augustin-Cătălin Iapă specified that, although PPP online is a pilot project, it provided concrete and applicable results for the following years, reiterating the support of MLPDA for the application of innovative training methods and increasing the accessibility of INA programs.
1252 participants were enrolled in 66 online training programs, of which 1161 graduates received digital certificates, accompanied by descriptive supplements attesting the skills acquired. The 22 trainers involved lectured 536 hours of webinars, developed 268 self-learning resource made available to participants and evaluated 4669 practical applications solved by participants.
83% of participants considered that online training programs were very useful for strengthening professional skills, 75% of them consider that the synchronous-asynchronous hours ratio was optimal, and 98% consider that the evaluation method by solving practical applications and having cross examination is appropriate.
Within the project the following were developed and applied: quality standards, procedures and instructions for managing the relationship with participants, content development, training and certification activities, ensuring transparency and traceability of services provided, necessary for the implementation of European projects as a partner and supplier. As noted by Mr. Eugen Cojoacă, President of ANAP, INA is a reliable partner in a project of major national importance through which 4131 people will be trained in the field of public procurement.
Mr. Liviu Bostan, President of INA, concluded that this project has developed, tested and refined a training process exclusively online, with the optimal distribution of learning time and integration into the work schedule, in accordance with the objectives of MLPDA to reduce bureaucracy and promote digitization of processes in public administration. The INA President thanked the trainers, the project team and the program managers within INA for their involvement and rapid adjustment to online training.
