Overall objective of the project: promoting good governance at local public administration level by giving the European Label for Excellence in Government rewards.

Description of the project: Through the implementation of the ELoGE project, funded by the Council of Europe, INA will become a CoE-accredited institutional body and will award the European Label of Excellence in Governance to local authorities in Romania that respect the 12 principles of good governance established by to the CoE, namely:

 

Principle 1 – Representation, Participation and Fair Conduct of Elections

Principle 2 – Responsiveness

Principle 3 – Efficiency and Effectiveness

Principle 4 – Openness and Transparency

Principle 5 – Rule of Law

Principle 6 – Ethical Conduct

Principle 7 – Competence and Capacity

Principle 8 – Innovation and Openness to Change

Principle 9 – Sustainability and Long-term Orientation

Principle 10 – Sound Financial Management

Principle 11 – Human rights, Cultural Diversity and Social Cohesion

Principle 12 – Accountability

 

Activities:

  • Organising a training program for the implementation team;
  • Creating a national platform for the evaluation of local authorities;
  • Launching the ELoGE call;
  • Evaluation of applications received following the launch of the call.
