Overall objective of the project

The Institute will have developed the organizational strategy for the period 2018 – 2023. Also, the capacity of INA to get involved in the strategic planning process will be developed, to develop research-innovation projects and the positioning of INA on the training market will be strengthened. The technical assistance will provide the necessary support for the Institute to develop and implement modern blended learning tools and will contribute to the creation of a virtual library.

Expected results:

  • A more efficient and effective management at INA level;
  • Quality training programmes for Romanian civil servants.

Activities:

Component 1: Development of INA’s strategy for 2019-2023 and an action plan

The Institute requires support in the development of an organizational strategy for the period 2019-2024 and an operational action plan for the Strategy’s implementation. This five-year strategy should be a short and concise document, comprising SMART objectives and results (Specific, Measurable, Achievable, Realistic, Time Framed). Similarly, the action plan should set out in detail the steps to be taken to achieve the objectives specified in the strategy.

Component 2: Support for the implementation of a research unit within the INA

In order to support the Institute in achieving its goal of becoming a leader in research and innovation, the support provided by the contractor should contribute to the implementation of an appropriate functional activity within INA. It should also support the development of a portfolio of research projects that should help strengthen INA’s capacity to undertake new strategic measures in the fields of research and innovation.

Component 3: Support for the identification of best innovative tools

As INA is determined to better train staff in public administration, it requires support in the identification of best innovative IT tools. For this, the contractor will provide: the development of a structured training for trainers with instructions for the elaboration of the training process/training materials. This will serve as a basis for the development of blended learning content.

Component 4: Strengthening the branding of INA and the promotion of its training offer  

In the context of its recent re-establishment, INA needs support in the field of branding. The activities to be carried out by the contractor should be articulated with the recommendations issued as part of Component 1 and included in the new strategy of the Institute. Furthermore, it should support INA to confirm its reputation in both the public and private sectors and should contribute to INA’s long-term branding objective as the main training provider for public administration in Romania.

Obtained Results:

Component 1: Development of INA’s strategy for 2019-2023 and an action plan

Within this component were organised various activities: missions of IPA experts, working meetings with INA management and staff, workshops to finalize the vision and strategic directions, as well as meetings with representatives of ANFP, MDRAP and INA Coordination Council, all these ending with the development of INA’s Strategy 2019-2024. With the support of ENA experts, the format of the Strategy presentation brochure was finalised. 25 INA employees were trained to implement the Strategy.

Component 2: Support for the implementation of a research unit within the INA

In order to carry out an analysis regarding the existing capacities and the strategic orientations of the Institute in the field of research, meetings were held with the decision-makers within INA, with the working group in this field, as well as with revealed stakeholders from some institutions with specific attributions relating to research. Three research and innovation workshops were hosted by the Institute, with participants from the National Agency of Civil Servants, the General Secretariat of the Government, ministries (public policy units and human resources departments in particular), representing the public sector, on the one hand, and on the other hand, representing the academia, PhD students and professors from universities. The workshops were organised with the support of ENA experts. 6 INA employees were trained to implement the research and innovation recommendations.

Following the missions of foreign experts and the organisation of meetings and workshops, documents were prepared: Report on the development of research and innovation; Report on the recommendations and the INA course for the operationalisation of research-innovation unit.

Component 3: Support for the identification of best innovative tools

Discussion sessions took place with IPA experts, study visits for INA staff, in order to get acquainted with the way similar institutions work, an Electronic Guide for blended learning being developed and delivered to INA.

As well, 12 INA employees were trained to implement the blended learning system within the Institute.

Component 4: Strengthening the branding of INA and the promotion of its training offer  

A series of meetings took place of ENA experts with INA management, with the staff involved in communication activities, with representatives of INA structures, of MDRAP, with participants in training programmes, in order to understand the institutional context; a workshop was organised with the participation of all INA staff, to strengthen the organisational culture and the institutional brand.

The following documents were prepared: Report on strengthening the INA brand; Report on strengthening INA’s marketing capacity and promoting training programmes.

ENA experts and INA’s working group developed a new visual identity for INA’s working materials and the Visual Identity Manual was developed, approved and implemented.

27 INA employees participated in training sessions on marketing and promotion of training programmes.
