Overall objective of the project: providing assistance to strengthen and develop the public procurement capacity of contracting authorities involved in the management of EU Structural Funds Projects at central and local level.
Activities:
- The development of a specialised training programme and a short-term training programme in the sector of public procurement;
- Organising 33 short-term training programmes in the sector of public procurement, using blended learning system, for 350 people in ANAP, for 160 local elected in county councils and municipalities and for 100 persons responsible for internal control within the local and central contracting authorities (5 days – 3 days face to face, 2 days online);
- Organising 140 specialised training programmes in the sector of public procurement, for 490 persons (3,360 people from local authorities and local public institutions, 130 persons from central authorities and their subordinate ones) with public procurement responsibilities (6 modules face to face and 3 online modules).

On the 10th of June 2019, Mr. Pavel NĂSTASE, the president of the National Institute of Administration signed the financing contract for the project ” Support on the implementation of SNAP by strengthening the administrative capacity of ANAP and the contracting authorities” SIPOCA 625. The contract was signed by Mr. Eugen-Orlando TEODOROVICI, Minister of Finance and Acting Deputy Prime Minister, Mr. Vasile-Daniel SUCIU, Deputy Prime Minister and Minister of Regional Development and Public Administration and Mr. Bogdan PUȘCAȘ, President of the National Agency for Public Procurement. The project is financed by the Operational Program Administrative Capacity (POCA) 2104-2020 and will be implemented by the the National Agency for Public Procurement (ANAP) in partnership with the National Institute of Administration.
The total value of the project is over 25 million euros, including 5 million euros for the activities to be carried out by INA. In this project INA will develop a specialised training programme and a short-term training for public procurement, in blended training system, for a total of 4,000 persons: employees of ANAP and of contracting local and central authorities, elected persons responsible for public procurement in central and local public administration.
