Overall objective of the project: Strengthening the capacity of the actors involved in the process of formulating proposals for public policies, based on evidence, in the field of professional training for public administration. Therefore, the INA’s capacity to contribute to the improvement of the professional training system for the public administration, through studies/analyses/methodologies, will be strengthened.

Specific objectives of the project:

  • Specific objective 1: Increasing the institutional capacity by: carrying out an analysis/research regarding the training needs for the personnel of the public administration and regarding the training market for the public administration; elaboration of a study for developing the Strategy on professional training for public administration 2020-2027, which will also include recommendations regarding the plan for the implementation of the strategy on professional training; carrying out an analysis on the impact of the regulations in the field of professional training, which will include recommendations on the necessity/opportunity of making legislative changes in the field of professional training; development of two methodologies for: 1) monitoring and 2) evaluating and measuring the impact of professional training and development;
  • Specific objective 2: Promoting good practices in public administration and encouraging the exchange of experience and networking by: creating and implementing the National Network of Training Providers for Public Administration (ReForm); creating a database with training providers for public administration; organising events within the network;
  • Specific objective 3: Developing professional skills by: developing and organising a specialised training pilot program for mentors, in a blended learning system, for 50 persons with attributions in the field of human resources from the authorities and public institutions of central and local public administration and drafting the general framework applicable thereafter; developing and organising a pilot training program, for 50 people newly entered in the public administration system, using blended learning methods – with a duration of 1 month, intensive training program and drafting the general framework applicable thereafter.

Target group:

  • Dignitaries from INA, ANFP and SGG – grounding the decisions in drafting public policies in the field of professional training – 6 persons;
  • INA public servants in management and executive positions who will use the two methodologies: monitoring and evaluation and measuring the impact of the professional training and development – 30 persons;
  • INA public servants in management and executive positions who will use the developed research tools – 4 persons;
  • Public servants in management and executive positions for the specialised training pilot program for mentors – 50 persons;
  • Public servants in executive positions for on-the-job training pilot program for newly entered in the public administration system – 50 persons.

Expected outcomes:

  • Drafting the Strategy for professional training for public administration 2020-2027;
  • Drafting and testing two methodologies for: 1) monitoring and 2) evaluating and measuring the impact of the professional training and development;
  • Improving knowledge and skills of mentors and persons newly entered in public authorities and institutions.

On the 13th of August 2019, the financing contract was signed for the project Strengthening INA’s capacity in developing studies/analyses with impact on the professional training system for the public administration” – SIPOCA 617.

The project is co-financed by the Operational Programme Administrative Capacity (POCA) 2014-2020 and will be implemented by the National Institute of Administration (INA) in partnership with the General Secretariat of the Government (SGG) and the National Agency of Civil Servants (ANFP).

The total value of the project is 7,939,028.70 lei and it lasts for 24 months.

Within the project activities will be carried out such as: drafting an analysis on training trends at national and European level, creating and implementing an online public consultation tool, carrying out an analysis on the impact of the regulations in the field of professional training, creating and implementing the ReForm network, development and organising a specialised training pilot program for mentors and a pilot training program for persons newly entered in the public administration system etc.

Through this project, INA wants to contribute to the development and introduction of common systems and standards in public administration, which optimize decision-making processes directed towards citizen and business environment.
