From 2020 until her appointment as President of The National Institute of Administration (July 27, 2023), Ioana-Roxana Melenciuc-Ioan was the director of the Academic Department of International Relations and European Integration at The National School of Political and Administrative Studies - Bucharest.
From 2017 to 2020, Ioana Melenciuc-Ioan served as an advisor to the Delegate Minister for European Affairs and coordinator of the National System of European Affairs in the Ministry of Foreign Affairs. For her contribution to the successful completion of Romania's mandate during the rotating presidency of the Council of the European Union, she was awarded the 'Diplomatic Merit' medal."
A Doctor in Political Science, Ioana-Roxana Melenciuc-Ioan has been a lecturer at SNSPA since 2010, where she teaches various courses such as EU Policies Evaluation, Fundamentals of Evaluation, and EU Sectoral Policies. She has been a visiting professor at the Universidad de Havana (Cuba), University of Sao Paulo (Brazil), Institute of International Relations (Brazil), Universidad Nacional Autonoma Mexico (Mexico), Universidad Central Chile, and Universidad Complutense Madrid (Spain). She is the author of the book 'The Emergence of a European Evaluation Culture' (2016) and several articles in her field of expertise.
Ioana Melenciuc-Ioan has worked in consulting and research on various projects aimed at the process of policy formulation and evaluation of public policies. Prior to her appointment as President of The National Institute of Administration, she was the institutional coordinator of a project developed in partnership with the Ministry of Foreign Affairs and the Romanian Agency for International Cooperation and Development, with the aim of improving the national policy of international cooperation for development and humanitarian aid.
